Takashi Inoue is a Public Safety Devil Hunter who works as a partner to the more experienced Hirokazu Arai. He wears the standard black suit and tie uniform of the organization. He is a relatively new recruit, displaying a nervous and cautious attitude when faced with dangerous devils during field operations.

He participates in the mission to secure the hotel where the Gun Devil's flesh is located. As the situation deteriorates and the team becomes trapped on the eighth floor by the Eternity Devil, his anxiety grows. He lacks the mental fortitude of the veteran members, quickly succumbing to fear as the group realizes they are cut off from the outside world.

During the ambush targeting the special divisions, he is walking on the street with Arai. An older woman approaches them, seemingly in distress. When they stop to help her, she pulls out a gun and shoots him in the chest. He collapses and dies on the sidewalk, becoming another casualty in the coordinated attack that nearly wipes out the division.
