Madoka is a Public Safety Devil Hunter who wears glasses and has scars on his face, indicating he has survived previous dangerous encounters. He operates as part of the team monitoring the survivors of the experimental Special Division 4.

He survives the massive assassination plot that kills most of his colleagues, thanks to his caution and luck. Following the massacre, he attends the meeting where the surviving members are reorganized under Makima's direct command. Unlike the others who are forced or manipulated into staying, he assesses the situation logically and realizes that continuing in the division means certain death.

He submits his resignation immediately after the incident, choosing to prioritize his life over his career. He walks out of the Public Safety building as a civilian, making him one of the very few characters to escape Makima's control and the cycle of violence alive. His departure highlights the extreme danger of the job, as even experienced hunters view quitting as the only rational option.
