Sugama serves as a sitting member of the 3rd Division following the departure of Gin Ichimaru. When Shūsuke Amagai is appointed as the new captain, Sugama is openly critical of the leadership change. He views Amagai’s relaxed personality and focus on teamwork exercises as a sign of weakness, frequently voicing his dissatisfaction to his partner, Taketsuna.

Throughout the early days of the new administration, Sugama struggles with the menial tasks assigned to the squad, such as cleaning the Seireitei sewers and organizing endless paperwork. Despite his constant complaints, he participates in the group coordination drills that Amagai implements to unify the fractured division.

His perspective changes during a live combat exercise when the group is ambushed by Gillians. Sugama draws his Zanpakuto to fight but is quickly overwhelmed. He watches as Captain Amagai steps in to protect the lower-ranked members, an act that finally earns Sugama's respect and loyalty for the remainder of the captain's time in the division.
