Bins is a major antagonist featured exclusively in One Piece Film: Z. He serves as a commander in the Neo Marines, a radical organization led by the former Admiral Zephyr (Z) that aims to eradicate all pirates. Visually distinct, Bins dresses in a colorful, ninja-inspired outfit with a bright pink headscarf and is known for striking dramatic, angular poses while speaking.

In terms of combat, Bins is a user of the Mosa Mosa no Mi (More-More Fruit), a Paramecia-type Devil Fruit that allows him to drastically accelerate the growth of plants. He uses this ability to manipulate vines and vegetation to trap opponents or create barriers, often combining these attacks with his swordsmanship and high agility. During the film's climax, he engages in a heated duel with Sanji.
