Fushi is a Public Safety Devil Hunter and a member of Special Division 4. He is a young man with glasses and short hair, typically seen wearing the standard uniform suit. He has a polite and slightly nervous demeanor, often deferring to the more confident members of his team like Himeno and Aki Hayakawa. He claims to have a genius-level IQ of 134, though his combat skills are never fully showcased.

He participates in the mission to kill the Eternity Devil inside the hotel. When the group gets trapped in the infinite time loop on the eighth floor, he begins to panic as the hours turn into days. He suggests cooperating with the devil's demand to sacrifice Denji to save themselves, showing that his survival instinct outweighs his loyalty to his teammates under extreme pressure.

During the coordinated assassination attempt by the Gun Devil's affiliates, he is sitting in a diner with his partner. Two gunmen walk up to their table and shoot him in the head execution-style before he can react or defend himself. He dies instantly, becoming one of the many casualties that cripple the division and force the survivors to reorganize.
