Kenzou is a Public Safety Devil Hunter assigned to the Kyoto Division. He wears the standard formal suit and tie required of the organization, maintaining a reserved and professional demeanor. He operates primarily as a support unit for the elite members of his branch, handling logistics and perimeter security during high-risk operations involving special class devils.

He works alongside colleagues such as Shuzou Mishima and the higher-ranking officers Tendo and Kurose. While he does not display a specific powerful devil contract in direct combat, he is a disciplined soldier who follows the strict hierarchy of the Public Safety bureau. He is tasked with assisting in the coordinated efforts to contain threats that exceed the capacity of local police forces.

His life ends when he becomes a pawn in Makima's strategy against the Gun Devil. She utilizes his body as a sacrifice in a ritual performed at a high-altitude shrine. By binding him with chains to other hunters, she exchanges his life force to summon the Punishment Devil, reducing him to a mere component in the attack that strikes the enemy from a distance.
