Rakuda is a resident of the Flower Capital within Wano Country. While he is a minor background character who does not participate in combat, he played a specific, indirect role in the Ninja-Pirate-Mink-Samurai Alliance's preparations for the raid on Onigashima.

During the Wano arc, Franky worked undercover as a carpenter to locate the blueprints for Kaido's fortress. His investigation revealed that Rakuda was one of the few people to have possessed the documents. Rakuda had originally purchased the blueprints from a pawn shop, but because he was struggling financially, he eventually sold them to another capital resident named Kuma.

The link in the chain of custody, Because he sold the plans, Franky was forced to continue tracking them down through several other owners before the Alliance could secure the information needed to navigate the enemy castle. Rakuda has not appeared in the story following this investigation.
