Kibin is a Marine officer currently holding the rank of Commodore. He is a skilled combatant who utilizes the Rokushiki martial arts style, specifically mastering the defensive "Tekkai" technique. Visually, he is distinct for his traditional topknot hairstyle and his unique weapon: a jitte shaped like a serpent.

He is best known for his brief confrontation with Luffy during the Summit War at Marineford. As Luffy rushed toward the execution platform to save Ace, Kibin attempted to intercept him. Despite his confidence in his Iron Body defense, he was quickly overwhelmed and defeated by Luffy using a Jet Stamp, serving as one of the many obstacles the pirate captain had to clear to reach his brother.

Following the two-year timeskip, Kibin was promoted from Captain to Commodore, indicating his continued service and growing strength within the organization. While he had a more extended fight scene in the non-canon movie *One Piece Film: Z*, he has remained a background officer in the main manga storyline and has not played a specific role in the recent events of the Final Saga.
