Don Sai is the 13th leader of the Happo Navy and a powerful martial artist hailing from Kano Country in the West Blue. He serves as the captain of the Third Ship of the Straw Hat Grand Fleet. A master of the "Hasshoken" (Eight Impact Fist) style, he utilizes vibration-based attacks that can bypass shields and shatter armor, a skill he used to prove himself worthy of inheriting the leadership from his legendary grandfather, Don Chinjao.

During the Dressrosa arc, Sai initially entered the Corrida Colosseum to compete for the Mera Mera no Mi but eventually allied with Luffy to take down Doflamingo. His time in Dressrosa was transformative; he not only defeated the Donquixote officer Lao G but also found an unexpected partner in Baby 5. Despite them starting as enemies, he protected her from her own team's cruelty, leading to their marriage and her defection to his crew.

Most recently, Sai played a critical role during the Levely (Reverie) at Mary Geoise. While escorting the royalty of his nation, he and Leo of the Tontatta Tribe physically attacked the Celestial Dragon Saint Charlos to prevent him from enslaving Princess Shirahoshi. This bold act of rebellion was later reported as an "attempted murder" of a World Noble. Currently, Sai has successfully escaped the Holy Land and is back at sea, standing by for the moment the Grand Fleet is called into action.
