Zappa is an officer in the Neo Marines, a radical military organization led by former Admiral Zephyr (Z). He is extremely shy, especially around women, blushing and stammering whenever he is near them. Despite his timid personality, he is a capable swordsman who wields dual blades in combat.

During the Neo Marines' confrontation with the Straw Hat Pirates on the island of Secon, Zappa spots Nami and instantly falls in love with her. He attempts to approach her with romantic intentions rather than fighting spirit, offering to marry her instead of capturing her. Nami, however, uses his distraction against him, tricking him and knocking him out with her Clima-Tact.

He recovers and participates in the final battle, but his role is largely comedic compared to the serious tone of Zephyr. After the Neo Marines are defeated and Zephyr sacrifices himself to hold off the World Government forces, Zappa is seen weeping for his leader, showing genuine loyalty despite his eccentric behavior.
