Biyo's Father is a shipwright employed by the Galley-La Company in Water 7. Though he remains unnamed throughout the series, he is recognized as the parent of a young girl named Biyo and wears the standard tank top and cap uniform typical of the dock workers in that region.

When the massive Aqua Laguna storm hit the city, he made the difficult choice to stay behind in the lower district rather than evacuate immediately. He worked alongside other shipwrights to secure the vessels and minimize damage to the docks, despite the rising tides. This caused significant distress for his daughter, who was seen weeping at the evacuation center because she feared he would be swept away by the waves.

He ultimately survived the night and the high tides without injury. Following the events at Enies Lobby, he appeared again during the celebrations in Water 7, having safely reunited with his relieved daughter. He has not appeared in the story since the Straw Hats departed the city.
