Fubuki, known by the hero alias Hellish Blizzard, is the top-ranked B-Class hero and the leader of the Blizzard Group — one of the largest factions in the Hero Association, with more than 35 member heroes under her command. She is an esper like her older sister Tatsumaki, using levitation-based psychokinesis to lift and hurl debris at opponents through her signature technique, Hell Storm.
Despite being genuinely strong enough to qualify for A-Class, Fubuki deliberately stays in B-Class rather than risk becoming just another mid-tier A-Class hero — she would rather remain unchallenged at the top of her own division than give up the number-one spot. That control was tested early on, when the Blizzard Group's confident takedown of the arsonist Banero was followed by a humiliating defeat against the Mysterious Being Demonic Fan, one Fubuki herself couldn't turn around — the group was only saved by Tatsumaki stepping in.
Fubuki is a young woman with a curvaceous figure, sharp green eyes, and dark green hair styled in a chin-length bob with bangs. Her look is elegant and deliberately upscale, standing out sharply against the standard hero costumes worn by her peers.
Hero Attire

Ambitious, authoritative, and charismatic — with a deep insecurity underneath all of it. Fubuki projects a cold, haughty front specifically to hide the inferiority complex she has about her sister. She’d rather be "Number 1" at something than struggle to keep up in the higher ranks, which is why she rules Class B instead of climbing further, and she’s genuinely protective of the subordinates she calls her "Bunch."
She’s a capable leader who can organize large groups of heroes into effective units, and she’s tougher — physically and spiritually — than she looks. Her flaw is an obsession with hierarchy that, early on, led her to "crush" any new hero who wouldn’t join her faction, something Saitama eventually called out as unheroic. She rejects the idea that "those who believe in others are the first to die," arguing instead that gathering strong allies is the only real way to survive and to eventually surpass a legend like her sister.
Fubuki and Tatsumaki were raised in a research facility that treated them as test subjects for their psychic potential. In high school, Fubuki led the "Psychic Society" and was close friends with Psykos — until Psykos began having terrifying visions through her "Third Eye," and Fubuki made the call to seal her power to protect her sanity, a decision that eventually turned the two into rivals. She climbed to Class B, Rank 1 and stopped there, pouring her energy into building the Blizzard Bunch instead of pushing further up the ranks.
Meeting Saitama
Fubuki visited Saitama’s apartment to recruit him, and when he turned her down, tried to "newbie-crush" him with her Hellish Blizzard. He shrugged it off completely, and things got stranger when Genos and Speed-o’-Sound Sonic showed up — she realized Saitama was already surrounded by S-Class-level people without even trying.
Monster Association War
Fubuki and the Blizzard Bunch intercepted the monster Do-S; when her team got brainwashed, she held the line with her own powers until Tatsumaki arrived to finish the job. She gathered Bang, Bomb, and King at Saitama’s house for an impromptu "strategy session," treating them like her own subordinates, and on the battlefield used a rare psychic technique to stabilize Genos’s overheating core and stop him from self-destructing. She later faced off against her old friend Psykos, using refined technique to counter Psykos’s raw but unrefined power.
The Tsukuyomi Incident
While trying to interrogate the detained Psykos, Fubuki was ambushed by agents from the secret society Tsukuyomi. To keep the Blizzard Bunch out of the fallout, she officially disbanded the group — telling them flatly they were "too weak," specifically so they wouldn’t follow her into danger.
Rebuilding
After the Tsukuyomi conflict resolved, she started recruiting again — including a fresh attempt to land Saitama with a three-kilogram steak set as a bribe.

Fought to protect her brainwashed Blizzard Bunch members from the monster's whip. Held the line until Tatsumaki showed up to finish it — real proof she'd put her subordinates' safety over her own.

Threw up a psychic barrier to protect Bang and Bomb from the monster's energy blasts. The group stalled it out — showing she could support S-Class heroes in real high-tier combat.

Tatsumaki
Her older sister. Fubuki loves her, but the overprotectiveness and control are suffocating — Tatsumaki writes off Fubuki’s allies as "riffraff" and constantly pushes her to cut them loose. Others, like Bomb, have pointed out the two are actually just alike in their stubbornness. After the Tsukuyomi incident, Tatsumaki finally admitted Fubuki had "gotten stronger."

She considers him her most valuable "subordinate"; he considers her a mere acquaintance who happens to bother him a lot.
The Blizzard Bunch
