Kozuki Hiyori is the daughter of the legendary samurai Kozuki Oden and the younger sister of Momonosuke. Unlike her brother who traveled twenty years into the future, she remained in Wano to endure the decades of oppression under the usurper regime. She survived childhood on the run under the protection of the kappa Kawamatsu before eventually hiding in plain sight within the Flower Capital under the alias of the oiran Komurasaki.

She aids the alliance by trading her father's sword, Enma, to the pirate hunter Roronoa Zoro in exchange for returning the national treasure Shusui to its grave. During the raid on Onigashima, she infiltrates the enemy castle disguised as a shamisen player. She reveals her true identity to the crippled tyrant Orochi as he lies trapped under rubble in a burning room, playing her song, "Moon Princess," while he burns.

She intends to kill the Shogun herself, pinning him with a seastone nail to negate his powers. When the burning debris dislodges the nail and Orochi transforms to kill her in a final act of spite, she is saved by Denjiro, who decapitates the tyrant. She reunites with her adult brother after the battle, standing before the citizens of Wano to declare the restoration of the Kozuki clan.
