Supporting One Punch Man

Sitch is a high-ranking Hero Association executive serving as the Minister Officer of Justice and chairman of the "Earth is in Danger" Prophecy Countermeasure Committee. A middle-aged man with a bulbous nose and gray hair parted to the right, he functions as the Association's primary strategist during major crises — convening emergency meetings and formally escalating threat levels, including the decision to classify Garou as a Dragon-level threat during the Monster Association crisis.

His standing within the Association is unusually high: he is one of the few people to have actually met the legendary hero Blast, and one of an even smaller number who can contact him directly.

An older man of short-to-average height with short grey hair and a large, bulbous, drooping nose — often drawn sweating heavily from stress. Almost always in a formal dark business suit with white shirt and tie.

Pragmatic and genuinely dedicated to humanity’s survival, unlike executives who treat the Association as a mere business. Prone to frustration with colleagues he calls “imbecilic optimists,” deeply reverent toward Blast, and capable of remarkable discretion — he keeps Blast’s secret mission hidden even from other top leaders.

One of the Association’s original staff from its founding under tycoon Agoni. Has known Blast personally for over twenty years and is one of the very few people aware Blast is secretly waging a dimension-spanning war against “God,” not simply retired or lazy.

Summons the S-Class after seer Shibabawa’s death and her final prophecy, “The Earth is in Trouble.” Coordinates the Association’s response to the Alien Invasion and oversees HQ’s post-battle reconstruction. Later organizes a controversial meeting to recruit criminals into the hero force — a meeting Garou crashes and violently ends, sparing only Sitch. Spends much of the Monster Association arc managing the raid from the command room and defending Blast’s absence to skeptical colleagues. In the aftermath of the base-flip and Garou’s defeat, works to stabilize the Association as public trust collapses and the Neo Heroes rise.

No combat ability — his power is entirely administrative: authority to promote heroes, allocate massive resources, issue global evacuation orders, and access to the Association’s most sensitive files, including redacted Blast records.

Spent the meeting fighting harder to get the Association's ego-driven S-Class heroes to take Shibabawa's prophecy seriously than he would against most monsters. Got them assembled just before the alien invasion hit.

vs. Garou — Ch. 40

Tried to talk Garou down. Garou slaughtered the room and spared Sitch on purpose, just to send a message — the moment Sitch realized a human being could become monster-level.

The Executive Board Debate — Ch. 214

Argued with board members more focused on hero marketing than actual threats, and walked away frustrated with how much the Association's incompetence was costing them.

Blast: his closest, most secret ally, whom he effectively “handles” for the Association. Sekingar: a fellow executive focused on field tactics where Sitch handles the political side. Bang (Silverfang): a source of counsel Sitch deeply respects. King: Sitch believes, like most, in King’s legend as the Association’s ultimate deterrent. Tatsumaki: handled with caution, often the one to deliver Blast-related news to her.

The only executive shown to have memorized Shibabawa’s final words in full. His prominent nose is a recurring visual gag, growing more pronounced whenever he’s yelling.
