Tokijiro is a civilian resident of the Flower Capital in Wano Country. He is a minor character who unwittingly became part of the Straw Hat Alliance's critical mission to gather intelligence before the raid on Onigashima.

During Wano Country arc, Franky went undercover as a carpenter to locate the architectural blueprints of Kaido’s fortress. His investigation led him to Tokijiro, who had purchased the valuable documents from a pawnbroker named Rakuda. However, Tokijiro did not hold onto them for long; by the time Franky tracked him down, he revealed that the blueprints had already been stolen from him by another resident named Kuma.

Forcing Franky to chase the blueprints through a chain of different owners across the capital. Tokijiro has not appeared in the story following this investigation, and like most citizens of the capital, he presumably returned to his daily life following the liberation of the country.
