Tsuru is an elderly woman, tall, lean, and somewhat shriveled, with grey hair in a tight bun and a deeply wrinkled face that still carries a sharp, commanding gaze. She wears a light-colored shirt with rolled-up sleeves, dark trousers, and a tie, with the standard Marine "Justice" coat draped over her shoulders, along with circular earrings and several bracelets. In flashbacks to 13 years ago (Minion Island) and 38 years ago (God Valley), she appears younger with dark hair, though her stoic, professional demeanor never changes.
