Nicknamed the "3rd Class Clumsy Man," Ukkari was a Marine soldier stationed at the 153rd Branch in Shells Town under Captain Axe-Hand Morgan, whose vanity and zero tolerance for failure made him a constant threat to his own men. Ukkari became a live demonstration of that cruelty when a minor mistake with a stone monument nearly got him killed, right before Monkey D. Luffy's arrival pulled the base's attention elsewhere.
Ukkari is a human male of average height and build; his specific facial features aren't recorded. He wears the standard uniform of a low-ranking Marine soldier - white shirt with blue trim, blue neckerchief, and Marine cap.
Ukkari's defining trait is extreme clumsiness, which is where his nickname comes from. Like most soldiers under Morgan's command, he lives in constant fear of making a mistake that could get him killed, lacking the hardened resolve of a Headquarters officer - a stand-in for the ordinary infantry who suffered under corrupt local leadership.
Nothing is known about his family, origin, or childhood. He enlisted in the Marines and was assigned to Shells Town, where he watched Captain Morgan spiral into megalomania after capturing Captain Kuro (actually a body double).
The Statue Incident
Under Morgan's orders to celebrate his own greatness, Ukkari was part of the detail raising a massive stone statue of the Captain onto the roof of the base. While lifting it, he nearly scratched the statue - a perceived insult to Morgan's image serious enough that Morgan declared his life forfeit and prepared to execute him on the spot. Before that could happen, Luffy and Koby infiltrated the base to rescue Roronoa Zolo; Luffy's attack on the base, including punching Morgan's son Helmeppo, created enough chaos for Ukkari to survive. After Morgan's arrest, the 153rd Branch was reorganized under more just leadership; Ukkari's specific fate afterward isn't recorded, though many soldiers reportedly celebrated the end of the "Axe-Hand" era.
As a Seaman Recruit, Ukkari has basic military training but no superhuman strength or Haki. His defining weakness is being exceptionally accident-prone.
vs. Captain Morgan — Ch. 4
Ukkari nearly damaged Morgan's statue, and Morgan tried to execute him for it; the attempt was interrupted, but it laid bare Morgan's vanity and cruelty.
Chapter 4 is his only recorded appearance.
Captain Morgan
Captain Morgan was his commanding officer and would-be executioner, making Ukkari a target of his "dark justice."
Monkey D. Luffy
Monkey D. Luffy indirectly saved him - the chaos of Luffy's arrival provided the distraction that let Ukkari avoid execution.
Helmeppo
Helmeppo, Morgan's son, was a constant source of irritation for the base's lower-ranked soldiers.
No dialogue is recorded for this character.
His name, Ukkari (うっかり), is Japanese for "clumsily" or "carelessly." The name was reused later for the "Ukkari Baths" in Gedatsu's cover story, featuring a similarly clumsy entrepreneur. His "3rd Class" rank corresponds to Seaman Recruit, the lowest formal Marine rank above Chore Boy.
