Charlotte Wafers is the 33rd daughter of the Charlotte Family and the younger twin sister of Charlotte Kiroshigame. She is a member of the Big Mom Pirates, characterized by her bat-like wings and dark, Gothic Lolita-style dress. Due to her wings, she is capable of flight, which she uses for reconnaissance and aerial support.

During the climax of the Whole Cake Island arc, Wafers joins the fleet pursuing the Thousand Sunny. She utilizes her flight ability to harass the Straw Hats from the air, attempting to board their ship alongside her siblings. However, she is intercepted and knocked away by Sanji when he steps in to defend his crewmates.

Like the rest of the Big Mom Pirates, her pursuit ultimately fails when the Straw Hats successfully escape Totto Land. Wafers is last seen with the rest of the fleet, watching helplessly as their targets sail away beyond the reach of Big Mom's territory.
