Who’s Who

フーズ・フー

Main One Piece

Publicly, Who's-Who is known as a disgraced Marine turned pirate captain; in reality he's a former CP9 agent who clawed his way up to Tobi Roppo, one of the Beasts Pirates' six strongest Headliners, after his career collapsed. His story ties directly into the legend of Sun God Nika, and it comes to a head during the Raid on Onigashima in a bitter, personal fight against Jimbei.

Current Appearance

Who's-Who is exceptionally tall at 11'0" (336 cm), with long pinkish-red hair and a red-horned mask covering the upper half of his face. He wears a dark, unbuttoned suit jacket over a bare chest, dark trousers, and a long cape.

Zoan Form

His Ancient Zoan Devil Fruit lets him become a massive saber-toothed tiger, complete with thick fur, stripes, and two long fangs.

CP9 Days

Flashbacks to his CP9 days show him unmasked, with the same sharp, intense eyes and athletic build he has now.

Who's-Who is ambitious and competitive — he's openly said he wants to challenge the Lead Performers for their rank — and carries a genuine grudge against Shanks and Luffy over the stolen Devil Fruit that wrecked his government career. He's arrogant and prejudiced, especially toward Fish-men and their history of slavery, remarks that end up fueling his opponent's rage more than his own advantage. Normally calm and watchful, he loses his composure fast whenever someone brings up his past failures or dismisses the history he claims not to care about.

Who's-Who was once considered a CP9 prodigy, talented enough to be compared to Rob Lucci. Twelve or thirteen years ago, while guarding a government ship carrying the Gomu Gomu no Mi, the fruit was stolen by the Red-Haired Pirates; as punishment for the failure, he was stripped of rank and thrown in prison. There, he heard the legend of Sun God Nika, a figure said to one day free all slaves, and prayed to it for his own salvation — until the guard who told him the story was "erased," which convinced Who's-Who the government meant to silence anyone who knew it, and he broke out of prison. He founded his own pirate crew afterward and eventually joined Kaido, fighting his way up the crew's survival-of-the-fittest hierarchy to Tobi Roppo.

The Onigashima Gathering

In Wano, Who's-Who was introduced alongside the other Tobi Roppo at the Onigashima gathering, where Kaido tasked him with finding his missing son Yamato in exchange for a shot at challenging a Lead Performer.

The Raid on Onigashima

During the raid, he was among those who cornered X. Drake after his betrayal came out. He later fought Jimbei deep inside the Skull Dome, taunting him about the Sun Pirates' history and venting his hatred for Luffy, who now carries the fruit he lost. In Chapter 1018, after a stretch of pressing Jimbei with high-level Rokushiki, he was overwhelmed by Jimbei's superior Haki and Fish-man Karate, ending the fight with a shattered mask and unconsciousness.

Devil Fruit

The Cat-Cat Fruit, Ancient Model: Saber-toothed Tiger, letting him become an immensely fast, powerful predatory feline.

Rokushiki

He's mastered all six CP9 techniques — Shave, Iron Body, Moon Walk, Tempest Kick, Paper Arts, and Finger Pistol — including a signature "Fang Pistol" that channels his tiger fangs or fingers into piercing strikes.

Haki

He uses both Armament and Observation Haki, coating his Rokushiki strikes to get past tough defenses.

Intelligence

His CP9 background gives him strong tactical and information-gathering skills.

vs. Red-Haired Shanks — 12–13 Years Ago (off-screen)

A naval confrontation over the Gomu Gomu no Mi that Who's-Who lost outright, leading to his disgrace and imprisonment.

vs. Jimbei — Wano Arc

A duel on the fourth floor of the Skull Dome pitted Who's-Who's beast form and CP9 skills against Jimbei's Haki and Fish-man Karate, ending in a decisive win for Jimbei that knocked a key officer out of Kaido's army and surfaced the Sun God Nika lore.

Kaido

His captain — he respects the crew's strength-based hierarchy but wanted to eventually replace one of the All-Stars.

Jimbei

His final rival, a target for his resentment of Fish-men.

Monkey D. Luffy

The indirect target of his grudge, blamed for still owning the fruit that cost him everything.

Rob Lucci

A former CP9 peer whose talent once matched his own.

The Tobi Roppo

Fellow officers he treats with cold competitiveness, including Sasaki and Black Maria.

“Thirteen years ago, a Devil Fruit was stolen from a government ship... The mention of that name brings back the bitter past.” — Chapter 1017
“If you're going to run your mouth about history... be ready for what you're stepping into first!!” — Chapter 1018

Like the rest of the Beasts Pirates hierarchy, his name is drawn from a card game — in his case, the British game "Who's Who." He enjoys card games, gambling, and crab paella. His mask and tiger motif also make a deliberate visual contrast with Jimbei's whale-shark theme.
