Vinsmoke Niji, known by the epithet "Electric Blue," is the second son and a prince of the Vinsmoke Family, serving as a high-ranking commander in Germa 66, the Germa Kingdom's military branch. His father, Vinsmoke Judge, genetically modified him before birth, giving him a superhuman exoskeleton and enhanced combat ability at the cost of his human emotions. During the Totto Land Arc he was a primary antagonist, using the safety of Zeff and the Baratie to force his brother Sanji into a political marriage with Charlotte Pudding. After the Charlotte Family turned on the Vinsmokes, he switched sides and helped the Straw Hat Pirates escape Whole Cake Island.
Physical Build
Niji is a tall, muscular man standing 6'2" (188 cm), with long, slicked-back blue hair that spikes forward and backward. Like his siblings, he has curly eyebrows that spiral into a "6" shape — the mirror image of Sanji's.
Clothing
He wears a dark blue hooded cloak marked with a large "2" on the right side and the Germa 66 insignia on the back, along with dark triangular sunglasses and a metallic neck brace.

His battle suit is a blue shirt bearing a "2" on the chest, paired with a long cape and accelerator-equipped boots.
Childhood
As a child he looked like a smaller version of his adult self, with the same blue hair and spiral eyebrows.
Arrogant, cruel, and incapable of empathy — a result of his genetic engineering, which stripped him of the capacity for sorrow or compassion. He looks down on anyone he considers weak and has a violent, misogynistic streak, striking head chef Cosette simply because he disliked how her food looked. He holds cooking and service in contempt, insisting that "royalty does not serve," and takes pleasure in tormenting Sanji both physically and psychologically, viewing him as the family's one failure for having kept his humanity.
Niji was born in the North Blue as the second of Vinsmoke Judge and Vinsmoke Sora's identical quadruplets. Before birth he underwent bloodline element manipulation meant to turn him into an "ultimate soldier"; his mother's attempt to counteract the process only succeeded in preserving Sanji's heart, leaving Niji and his other brothers emotionless. As a child he took part in the constant bullying of Sanji, and he later helped lead Germa 66 through numerous wars, including ending a long-running conflict on Brock Collie Island.
Return to Germa
Niji arrived back at the mobile Germa Kingdom after a victory in the North Blue and immediately made his disdain for Sanji's return clear.

He assaulted the chef Cosette and later used a photo of Zeff to threaten Sanji, ensuring he wouldn't retaliate or try to flee his arranged wedding.
The Wedding Massacre
During the tea party at Whole Cake Chateau, Charlotte Perospero restrained Niji in candy while the Big Mom Pirates prepared to execute the Vinsmoke family.
Temporary Alliance
Freed by Sanji, Niji donned his Raid Suit and fought Big Mom's forces, using his speed and electricity to help clear a path for the Thousand Sunny's escape.
Germa 66's Ahh... An Emotionless Excursion
In this post-arc cover story, Niji and Yonji were captured and imprisoned in a book laboratory in Chocolate Town, and were eventually freed by Reiju and Ichiji after a fire in the lab created an opening.
