Sudou is a bully and extortionist at Light Yagami’s school, one of the very first people Light considers killing after he gets the Death Note. Light ultimately decides sparing him is the smarter move — not out of mercy, but because killing someone from his own social circle would risk drawing police attention straight to him.
Aggressive, entitled, and completely indifferent to the people he preys on, treating classmates purely as a source of money. He’s persistent about it too — one of his victims notes he’s demanding cash “again” — and clearly enjoys the power his bullying gives him. Light sums him up as the kind of person “nobody’s even going to notice” is gone.
Shortly after Light starts testing the Death Note, he watches Sudou corner a classmate, Ryo, and shake him down for two thousand yen. Light briefly considers Sudou as his next target, reasoning his death would even be a net positive for the school — but concludes that killing someone he personally knows would be a tactical mistake that could point investigators toward his own school. Sudou survives, purely as a byproduct of Light’s caution rather than any change of heart.
